Background of the Study

Mental health policies serve as a framework for providing comprehensive mental health services, ensuring accessibility, quality care, and the protection of individuals' rights. In Nigeria, mental health has historically been under-prioritized, but recent years have seen a shift towards recognizing its importance. Jigawa State, in particular, has undertaken significant steps to enhance its healthcare system. The establishment of the Jigawa State Contributory Healthcare Management Agency (JICHMA) in 2019 marked a pivotal move towards achieving Universal Health Coverage (UHC). JICHMA aims to provide equitable and affordable healthcare services to all residents, with a focus on the vulnerable population (JICHMA, 2024). In October 2024, the state government launched the J-Basic Healthcare Services for Vulnerable Citizens, targeting 143,500 beneficiaries across all 287 political wards. This initiative underscores the state's commitment to addressing healthcare disparities and reducing inequalities within communities (Jigawa State Government, 2024). Despite these advancements, the integration and effectiveness of mental health services within these broader healthcare initiatives remain unclear. Evaluating the existing mental health policies and their implementation is crucial to ensure that mental health care is adequately addressed within the state's healthcare framework.

Statement of the Problem

While Jigawa State has made commendable strides in enhancing its healthcare infrastructure, mental health services often remain on the periphery of health policy implementation. The J-Basic Healthcare Services program, though extensive, lacks explicit emphasis on mental health care provisions. This oversight may result from limited awareness, cultural stigmas, or insufficient resources dedicated to mental health. Consequently, individuals suffering from mental health conditions may not receive the necessary support, leading to exacerbated health issues and diminished quality of life. The absence of a dedicated mental health policy or the inadequate implementation thereof poses significant challenges in addressing the mental health needs of the population. This study seeks to critically evaluate the existing mental health policies in Jigawa State and assess their implementation within the current healthcare initiatives.

Objectives of the Study

1. To analyze the existing mental health policies in Jigawa State.

2. To assess the implementation of these policies within the state's healthcare programs.

3. To identify challenges and propose recommendations for effective mental health policy integration.

Research Questions

1. What mental health policies currently exist in Jigawa State?

2. How are these policies being implemented within the state's healthcare initiatives?

3. What are the primary challenges hindering effective mental health policy implementation?

Research Hypotheses

1. Jigawa State lacks comprehensive mental health policies within its healthcare framework.

2. The implementation of existing mental health policies is inadequate and inconsistent.

3. Addressing identified challenges will significantly improve mental health service delivery in the state.

Scope and Limitations of the Study

This study will focus on the mental health policies and their implementation within Jigawa State's public healthcare system. Data will be collected through policy document analysis, interviews with healthcare officials, and surveys of healthcare providers. Limitations may include restricted access to certain policy documents and potential biases in self-reported data from stakeholders.

• Implementation: The process of putting policies into action within the healthcare system.
